James D. Huffman
Jim Huffman was born in 1949 in Portland, Oregon. He received his B.S. in Business/Finance from Portland State University in 1971, and attended Northwestern School of Law at Lewis and Clark College, where he earned a JD degree in 1975. While at Lewis and Clark, he was a member of the prestigious Northwestern School of Law Environmental Law Review. Mr. Huffman has been a Member of the Oregon State Bar since 1975.
Mr. Huffman served as Deputy District Attorney for Columbia County, St. Helens, Oregon, from 1976-1980. He was a partner in the law firm of Lucas, Petersen and Huffman, Attorneys at Law in St. Helens from 1980 to 1983. In 1983 Jim became a partner with Harold Olsen in the law firm of Olsen and Huffman, Attorneys at Law, and in 2000 partnered with Mary O'Hanlon to create Huffman and O'Hanlon. Since 2007 Jim has maintained a solo practice at 1905 Columbia Blvd, St. Helens.
The Huffmans settled in Mayger, Oregon (North Columbia County) in the late 1800's. Mr. Huffman's grandfather James E. Huffman was a logger in Vernonia. His wife Marilyn's family settled in St. Helens in the 1920's, and numerous relatives on both sides still live in the area. Jim and Marilyn Huffman moved to Scappoose, Oregon, from Portland in 1976. In 1988 Mrs. Huffman began employment as a 6th grade teacher in the Scappoose School District. The Huffmans have three grown children, all born and raised in Columbia County, and three grandchildren. Son Erik Huffman is owner and CEO of Becon Civil Engineering and Land Surveying in Bend, Oregon. Son Brian Huffman, PhD, is a computer software engineer in research and development at Galois, a software development firm in downtown Portland. Daughter Lisa Huffman is an attorney in San Diego, California.
Organizations, Interests, and Community Service:
James Huffman is a member of the Oregon and Columbia County Bar Associations, Oregon Trial Lawyers Association, and former member of the Columbia Chapter of International Rotary, the ACLU, the BPOE, and Moose Lodge. He is a long-time fan of the Portland Trailblazers, Seattle Seahawks, and Oregon State Beavers. He is a vintage Chevrolet automobile fan and collector, and owns a restored 1968 Chevy Impala convertible and other cars "in the works." He has also been an avid volunteer cameraman and technician for the former community broadcast entity CCTV, and completed many hours of volunteer videotaping and promotions of local school and athletic events.
For many years Jim has been passionate about serving and bettering the lives of people in his community. In the 1990's he was instrumental in creating new interest in the Scappoose Parks District and in potentially building a community swimming pool, and served on the Park District's first elected board as chair. He also worked hard to make Columbia Community Television a vibrant and vital source of community news, and not only worked in the field, but served on its board. Jim was also a founding member, as well as past and current board member of Columbia County Legal Aid, and has personally donated literally thousands of hours of legal work to those who could not otherwise afford a private attorney.
Jim's long history of community service also includes Christmas bell-ringing and regular contributions to the St. Helens Toy and Joy Auction. He has served as past Chairman of the Columbia Chapter of the International Rotary Youth Foreign Exchange Program for Scappoose/St. Helens. In addition to his service on the Scappoose Parks and Recreation board, he served on the Scappoose City Council, where he not only worked to eliminate waste in city spending, but was instrumental in passing a bond measure to require the city to set aside money to build a swimming pool. More recently, he has been active in a county-wide effort to return mis-allocated funds by the now defunct Columbia County Hospital District to the rightful owners of that money: the taxpayers of Columbia County.
Legal and Personal Expertise:
Jim Huffman's over 30 years of partnership in local law firms and solo practice has created a broad range of small business management knowledge as well as financial and organizational experience. He has many years of experience as a negotiator and has successfully tried hundreds of cases in court, both as a prosecutor and as a defense attorney. His expertise is unusually wide-ranging, and his areas of practice include civil contracts, criminal defense, domestic and custody issues, bankruptcy, real estate, business, and civil rights issues. In addition, he is experienced and very effective in appellate court.
Mr. Huffman's long and varied history of legal and community service has resulted in extensive contacts with people in all walks of life and from many interest groups throughout Columbia County and Northwest Oregon. He has a record of exemplary service and a history of caring about, and the passion to fight for, the rights of the 'ordinary' people of Oregon.
